International Real EstateOne in five REALTORS in the U. S. sold a home to an international buyer within the past year, according to a study conducted by the National Association of REALTORS. Generating International Referral Business could be an important part of your business according to Pam O'Connor, CEO of Leading Real Estate Companies who spoke at the Chicago Association of REALTORS International Real Estate Expo on August 24. Here are some tips from O'Connor to create your own network of international brokers for referrals:
- Study the market. Are foreign buyers purchasing in your area? Are foreign businesses opening facilities in your city or are corporations in your area expanding to foreign locations?
- Create a task force with your agents from other countries/ethnicities to brainstorm international opportunities. This may include talking with university professors or foreign students to explore strategies.
- Open the door to international opportunities by participating in international committees of Chambers of Commerce, economic development, tourism or trade councils.
- Make your Web site "international consumer friendly" with appropriate content and translations.

Highland Park Preservation Awards

The Highland Park Historic Preservation Commission is seeking nominations for its 17th annual Highland Park Preservation Awards. Homes do not have to have a landmark designation to be considered for an award. All buildings and landscapes that have been improved within the last two years are eligible. There are five award categories: restoration, rehabilitation, adaptive reuse, landscape restoration, and new construction – recognizing homes that are sympathetic to the scale, materials, and character of Highland Park’s historic neighborhoods. Nominations are due September 21, 2007 and nomination forms are available at the Highland Park Public Library or online.

Home Advertisement Q. I have noticed that many homeowners are taking advertising their home upon themselves even though they have an agent. Newspaper ads, online ads, Craigslist. Is it not the agents responsibility to educate the homeowner that once the listing agreement is completed that the agent is to handle all advertising? Many ads I am seeing are actually using the agent's photos. Please advise to the actions that need to be addressed.
A. The NSBAR listing agreement has a provision for this: Seller agrees that for the purpose of marketing the Property, only Broker is authorized to advertise, promote and marketthe Property which shall include, but not be limited to, in Broker's sole discretion, placement ofthe Property in any Multiple Listing Service of which Broker isa member, and promotion ofthe Property through an electronic medium and/or on any Internet home page to which Broker may subscribe. Broker isthe sole ownerofthe photos and data forms submitted to the Multiple Listing Service (s) and internet.
Remember, the license law states: (Sec. 10-30. Advertising) (a) No advertising shall be fraudulent, deceptive, inherently misleading, or proven to be misleading in practice. It shall be considered misleading or untruthful if, when taken as a whole, there is a distinct and reasonable possibility that it will be misunderstood or will deceive the ordinary purchaser, seller, lessee, lessor, or owner. Advertising shall contain all information necessary to communicate the information contained therein to the public in a direct and readily comprehensible manner. (b) No blind advertisements may be used by any licensee except as provided for in this Section." "Blind advertisement" means any real estate advertisement that does not include the sponsoring broker's business name and that is used by any licensee regarding the sale or lease of real estate, including his or her own, licensed activities, or the hiring of any licensee under this Act. The broker's business name in the case of a franchise shall include the franchise's affiliation as well as the name of the individual firm.

House Bills

- House Bill 1425, sponsored by Representative Dan Reitz and Senator Donne Trotter, was signed into law (P.A. 95-210). The new law will require a seller of residential property of 1-4 units to provide prospective buyers with a radon warning statement, specified in the statute, and to provide a radon awareness pamphlet that will be developed by the Illinois Emergency Management Agency. This bill was SUPPORTED by the IAR and it becomes effective Jan. 1, 2008.
- House Bill 1797, sponsored by Representative Harry Osterman and Senator Kwame Raoul, was signed into law (P.A. 95-221). This new law establishes a penalty for failure to give notice of the conversion of the condominium and the owner’s refusal to extend the tenant’s tenancy for 120 days as required by law following notice of conversion. The penalties include the tenant's actual moving expenses, not to exceed $1500; 3 months’ rent at the subject property; and reasonable attorney's fees and court costs. The IAR was NEUTRAL on this bill which is effective Jan 1, 2008.

Evanston Taxc

The city of Evanston is seeking to place a referendum on the February 5, 2008 election ballot asking voters to increase the Transfer Tax from $5 to $6 in order to fund the City’s pension debt. The City placed a similar referendum on the ballot this past November in order to support an affordable housing fund, and the referendum failed by a slim a margin. In November, NSBAR was a vocal and active critic of increasing the transfer tax and NSBAR will maintain its strong opposition to the February referendum as well. If you are an Evanston resident, please contact the Mayor and your respective Alderman today and let them know that homeowners are already encumbered with high, government imposed taxes. Lockbox Rumors

Yes, NSBAR has a committee in place to review the two lock box systems out there and make a recommendation to the Board of Directors. Our contract does not expire until December 2008 but with the RANWC signing early we thought we should investigate. Currently your Supra key will open the boxes of RANWC members. When they get their new key in JANUARY 2008 they will be unable to open your old gray/tan boxes but they can open the new Blue Boxes. Fox Valley will start using the new key in October of 2007.
